Through this programme, Cefas co-ordinates some of the evidence collection for the monitoring of MPAs in English waters.\nThe survey aims to support NE’s monitoring objectives and provide robust evidence to inform conservation measures (Type 1 monitoring) as well as at assessing the recovery of benthic habitats after the implementation of proposed management measures within the MPA (Type 3 monitoring).\nThe first part of the survey at KKNE was undertaken in November 2025 and focuses on grab sampling. However, the data collection could not be completed due to equipment failure. Cefas and NE are therefore seeking to deliver the remaining objectives of the survey:\n1. Monitor the extent and distribution of sediment Broadscale Habitats (BSH) through the acquisition of imagery data, using an Autonomous Underwater Vehicle (AUV) as the primary system, with a Drop-Down Video (DDV) camera as a back-up.\n2. Monitor the carbon content of sediment BSH features through the collection of sediment imagery, using a Sediment Profile Imaging (SPI) camera.\nObjective 1 above will be conducted in collaboration with a team from the University of Southampton (UoS).\nSurvey design:\nThe KKNE survey design adopts a Before-After Control-Impact approach and a box design, to collect data from within the MPA and in control areas outside the site boundary. The boxes are labelled Case Study Areas (CSAs): two located within the MCZ (‘impact’) and two corresponding CSAs outside the MCZ (‘control’).\nEach CSA has an approximate area of 8-9 km2 and were positioned to avoid existing infrastructure in the MPA such as a power cable running through the south of the site (Figure 1). A 1nm buffer was applied to all infrastructure to delineate the survey boxes following the recommendation of the Crown Estate Seabed survey licence (arranged by Natural England). Each control CSA has been selected for comparable fishing pressure, and environmental conditions (e.g. depth and sediment type).\nVessel Specification Requirement:\nCefas requires provision of a marine environmental survey vessel for a single mobilisation of up to 6 survey days, planned at neap tide in September or October 2026 (exact dates will be agreed post-award).\nCefas requires the use of an MCA (MISW) “small workboat” class Category 2 coded survey vessel to support deployment and recovery of environmental survey equipment with a maximum single lift of up to 400 kg. The vessel will act as a deployment and recovery platform for equipment operated by:\n• University of Southampton (UoS) – mini Autonomous Underwater Vehicle (AUV).\n• Cefas – Sediment Profile Imaging (SPI) and Drop-Down Video (DDV) camera; and\nCefas/UoS/NE will be responsible for survey planning, deployed equipment, equipment operation and data acquisition.\nThe Supplier will allow for and assist in the vessel being mobilised by a team of up to 5 Cefas personnel to undertake:\n• Mini AUV (~100 kg) deployment and recovery operations\nThe Supplier will provide safe vessel positioning and competent deck operations to support repeated AUV launch and recovery cycles throughout the survey period.\n• SPI camera (up to 400kg) deployment and recovery\nAt each station selected by Cefas/UoS/NE (to be confirmed at start-up meeting), the SPI will be deployed (maximum of 10 stations per CSA). At each station the camera will be deployed, and five replicates (“hops”) will be collected, between each hop the camera will be raised and the vessel moved 5 m. Two images are collected at each replicate, giving a total of 10 images per station. The location of the sampling station will be provided at the start up meeting. Cefas will provide an engineer that can support/advise on deployment and recovery.\n• Contingency: DDV camera deployment and recovery\nIn case the AUV proves unsuitable for the environmental conditions at the site, a DDV camera frame will be used to collect video and still images at all proposed stations (location to be confirmed at the start up meeting). DDV camera sampling will comprise of an extended video transect of 100-150 m, providing sufficient data coverage to detect change in BSHs across each CSA. Cefas will provide an engineer that can support/advise on deployment and recovery.\nSurvey planning:\nCefas/UoS/NE will undertake the planning (including access), notifications (including Notice to Mariners) - with the Supplier being expected to ensure safe execution of the vessel operations. Should licences or consents be required (e.g. a Marine Licence) these will be obtained by Cefas and provided to the Supplier prior to the survey.\nCefas/UoS/NE will be providing survey staff (up to 5 persons) for operation of the above-described environmental survey equipment. Personnel will comprise up to 2 survey staff from Cefas, up to 2 survey staff from UoS and up to one survey staff from NE.\nSummary of provision:\nThe Supplier will provide:\n• An MCA MISW “small workboat” class Category 2 coded workboat, meeting the Vessel Specifications set out in this document.\n• A-frame or crane with a minimum Safe Working Load (SWL) of 400 kg, compliant with LOLER and PUWER.\n• Adequate deck space for safe AUV/cameras handling operations\n• Crew support for launch and recovery operations, including, at minimum, a suitably qualified vessel Master, a suitably trained and experienced Mate, and competent deck crew / ABs sufficient to ensure safe lifting operations.\n• Welfare facilities for up to 5 embarked Cefas/UoS/NE personnel for the duration of the charter.\n• Valid insurance, including evidence that the vessel's Protection & Indemnity (P&I) insurance covers the additional Cefas/UoS/NE personnel on board for the duration of the charter. A copy of the insurance certificate is to be provided with the bid.\n• A demonstrable track record of marine environmental survey equipment deployment and data acquisition (to be summarised in the bid).\nThe requirements of the Vessel include:\n• Use of the vessel for up to 6 days during the contract period including mobilisation and demobilisation. Final survey dates will be confirmed with the Supplier as early as possible following contract award and no later than two weeks before mobilisation to allow for adequate planning and scheduling.\n• Full compliance with the Vessel Specifications listed in subsequent sections of this document.\nCefas will:\n• Supply up to 5 survey personnel\n• Be responsible for all environmental survey equipment provision, operation, acquisition and data quality.","questionnaire_evidence":[],"reference":"089051-2026","registration_evidence":[],"relevance_evidence":{"LOLER":["loler"],"PUWER":["puwer"]},"requirement_items":"","selection_requirements":[],"sme_suitability":[],"submission_method":"UNKNOWN","value_excluding_vat":null,"value_including_vat":null,"value_minimum":null,"value_scope":"TOTAL_NOTICE_NOT_PURA_ADDRESSABLE","vat_basis":""}

This notice is not a call for competition or a commitment to procure. Its purpose is to help potential suppliers understand the anticipated requirement, test the deliverability of the proposed service model and provide an opportunity to raise technical, logistical, commercial and implementation questions before any formal procurement is launched.\nBackground:\nFSS operates an official control programme to monitor faecal contamination in live bivalve molluscs and support the classification of shellfish harvesting areas, for which Cefas coordinates aspects of programme delivery. The anticipated contract will principally cover existing classified production areas and new areas seeking classification in Shetland and Orkney. Current planning assumptions indicate approximately 52 shellfish samples per month, or 624 per year, but volumes and locations may change in response to regulatory requirements, classification decisions, incidents, seasonal activity or changes in the monitoring plan. The geographical scope of the work may be expanded to other Scottish areas.\nMarket feedback sought:\nCefas will hold two online market-engagement sessions for potential applicants. During each session, Cefas will provide an overview of the service, including the logistics, sample-management, analytical and reporting requirements, and will respond to comments and questions raised by suppliers. The sessions are intended to help suppliers understand the proposed requirement and identify any practical issues, risks or points requiring clarification before a formal procurement is launched. The sessions will also provide Cefas with an opportunity to review any potential changes required to the scope of the work or intended contractual details.\nThe sessions will take place on 15/10/26 at 15:00 and 19/10/26 at 10:00 via MS Teams. Interested organisations should register on Eventbrite at https://www.eventbrite.co.uk/e/cefas-market-engagement-statutory-shellfish-ecoli-monitoring-service-tickets-2002621752571 no later than 2 days prior to the events.\nOrganisations may submit questions in advance to procure@cefas.gov.uk\nParticipation in either session will not confer any advantage in a subsequent procurement, and non-participation will not prevent an organisation from taking part in any future competition. A summary of the questions and responses will be made available as part of the procurement process.\nDetails of service required:\nThe requirement is for an integrated end-to-end service including laboratory analysis, as well as coordinating the logistics needed to move samples from remote island locations to its laboratory in a condition and timeframe suitable for official control testing. Sample collection itself will be undertaken under separate arrangements, but the supplier must work closely with sampling contractors and any FSS-approved industry collectors.\n• Logistics and sample management: establish reliable delivery arrangements from Shetland and Orkney; pay transport costs; provide and replenish approved packing and transport equipment; coordinate with sample collectors; monitor weekly schedules; support correct packaging and documentation; receive samples Monday to Friday, including early or late deliveries where necessary; and maintain contingency arrangements for disruption. Samples must reach the laboratory in time for analysis to begin within 48 hours of collection and sample temperature must remain within 1-10°C before start of analysis.\n• Laboratory analysis: receive, identify, assess and log samples; check submission information and resolve discrepancies; reject unsuitable samples in accordance with agreed criteria; analyse all programme samples using one approved UK National Reference Laboratory method for enumeration of Escherichia coli in bivalve molluscan shellfish—either the 5-tube, 4-dilution MPN method derived from ISO 16649-3 or the colony count method based on ISO 16649-2; and meet the required turnaround times.\n• Reporting and coordination: upload results, rejections and associated information to the FSS Shellfish Monitoring & Classification system (Shellfish Monitoring and Classification Scotland - Dashboard using agreed templates; support urgent follow-up and resampling; provide monthly and quarterly performance information; maintain records and audit trails; and work with Cefas, FSS and sample collectors to resolve operational issues and improve delivery.\nIndicative supplier requirements:\n• Designation, or the ability to obtain designation during mobilisation, as an official laboratory by FSS.\n• ISO/IEC 17025 accreditation for the relevant shellfish matrix and selected analytical method, maintained throughout delivery, with satisfactory method validation, quality assurance and proficiency-testing performance.\n• Access to an appropriately appointed Food Examiner, supported by trained, competent and authorised analytical staff who are free from conflict.\n• Sufficient routine capacity, operational resilience and contingency provision to maintain the service and respond to incidents or temporary additional demand.\n• Ability to mobilise logistics, laboratory, data-reporting and governance arrangements during an anticipated two-month transition period and to be fully operational from 1 April 2027.\n• Ability to deliver the requirement without subcontracting (other than for sample transport logistics).\nIndicative pricing requirements:\n• A fixed unit charge per results reported\n• A fixed unit charge per sample transported from Shetland\n• A fixed unit charge per sample transported from Orkney\nInvoicing will be monthly in arrears.\nIndicative contract duration:\nOne year with the option to extend for a further 2 periods of 1x 36 months and then 1x 24 months (subject to agreement with FSS).","questionnaire_evidence":["Cefas is undertaking market engagement to inform a future procurement for delivery of statutory microbiological monitoring services on behalf of Food Standards Scotland (FSS).","Cefas will hold two online market-engagement sessions for potential applicants.","Interested organisations should register on Eventbrite at https://www.eventbrite.co.uk/e/cefas-market-engagement-statutory-shellfish-ecoli-monitoring-service-tickets-2002621752571 no later than 2 days prior to the events.","https://www.eventbrite.co.uk/e/cefas-market-engagement-statutory-shellfish-ecoli-monitoring-service-tickets-2002621752571 no later than 2 days prior to the events."],"reference":"092917-2026","registration_evidence":["Interested organisations should register on Eventbrite at https://www.eventbrite.co.uk/e/cefas-market-engagement-statutory-shellfish-ecoli-monitoring-service-tickets-2002621752571 no later than 2 days prior to the events.","Interested organisations should register on Eventbrite at"],"relevance_evidence":{"INSPECTION":["inspection and testing"]},"requirement_items":"\n","selection_requirements":[],"sme_suitability":[{"sme":true,"vcse":true}],"submission_method":"Cefas will hold two online market-engagement sessions for potential applicants. \nThe sessions will take place on 15/10/26 at 15:00 and 19/10/26 at 10:00 via MS Teams. \nInterested organisations should register on Eventbrite at \nhttps://www.eventbrite.co.uk/e/cefas-market-engagement-statutory-shellfish-ecoli-monitoring-service-tickets-2002621752571 no later than 2 days prior to the events.\nOrganisations may submit questions in advance to procure@cefas.gov.uk","value_excluding_vat":600000.0,"value_including_vat":720000.0,"value_minimum":null,"value_scope":"TOTAL_NOTICE_NOT_PURA_ADDRESSABLE","vat_basis":"excl.
